Understanding LegCo in Hong Kong: A Quick Guide.

Hong Kong's Legislative Council serves as a regional legislature with the power to enact and revise statutes for the region. Yet, elections for this assembly have witnessed a significant decline in substantive competing voices during a period of sweeping systemic transformations in recent years.

Following the return to Chinese administration, a principle of "one nation, two systems" was put in place, pledging that Hong Kong would maintain a measure of autonomy. Over time, critics contend that democratic rights have been systematically curtailed.

Significant Events and Changes

During 2014, a bill was tabled that would have allow residents to elect the head of government. Notably, this process was confined to nominees vetted by central authorities.

The year 2019 experienced widespread unrest, which featured an event where protesters accessed the government building to demonstrate against a contentious law.

The Consequence of the National Security Law

Passed in June 2020, the security legislation handed extensive authority to the mainland over Hong Kong's affairs. Activities such as secession were criminalized. After this law, the primary opposition organization dissolved.

The Current Electoral Process

The council polls are considered Hong Kong's primary democratic process. However, regulations established in the past few years now stipulate that only hopefuls deemed loyal are permitted to run for office.

  • Membership Structure: At present, only 20 out of 90 seats are filled by public ballot.
  • The Majority: The rest are appointed by a government-aligned body.
  • New Rules: Newly suggested standards would require legislators to publicly support Beijing's jurisdiction.

Voter Behavior

Amid most forms of protest now restricted, voter abstention has become one of the limited peaceful ways for residents to show disapproval. Consequently unprecedentedly low participation rates in the latest LegCo polls.
