UK and France to Deploy Military Personnel to Ukraine if a Ceasefire Accord is Reached

Placeholder Diplomatic Meeting

The London and Paris have formalized a declaration of intent concerning the stationing of armed personnel in the nation in the event a ceasefire be struck with Moscow, the Prime Minister of Britain, Keir Starmer, has announced.

After talks with Ukraine's allies in Paris, he noted that the allies would "establish military hubs throughout Ukraine and construct fortified facilities for weapons and equipment" to discourage any future incursion.

The coalition members also put forward that the America would assume leadership in overseeing a halt in hostilities.

Russia has consistently cautioned that any foreign troops in Ukraine would be considered a "acceptable aim", but has not yet responded on this new declaration.

Context and Ongoing Hostilities

The Kremlin's head Vladimir Putin began a full-scale invasion of Ukraine in February 2022, and Moscow presently controls about 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our commitment to support Ukraine for the long-term," commented Starmer.

National leaders and senior officials from the "Allied Coalition" were involved in the Paris negotiations.

He stated at a shared media briefing, the Prime Minister added: "It establishes the framework for the juridical structure under which allied and coalition forces could operate on Ukraine's territory, protecting Ukraine's airspace and waters, and regenerating Ukraine's defense capabilities for the future."

The UK prime minister also stated that London would be involved in any US-led monitoring of a possible cessation of hostilities.

Defense Assurances and Diplomatic Positions

Senior American diplomat Steve Witkoff remarked that "long-term safety pledges and strong reconstruction vows are essential to a lasting peace" in Ukraine – mentioning a major demand made by the Ukrainian government.

He said the partner nations had "substantially agreed on" their work on establishing such assurances "in order that the Ukrainian people know that when this conflict ends, it ends for good."

Jared Kushner, US President Donald Trump's advisor, also took part in the discussions.

At the same time, French President Emmanuel Macron declared that Ukraine's allies had made "considerable advances" at the negotiations.

He said that "comprehensive" safety pledges for Kyiv had been agreed in the instance of a potential truce.

Ukraine's leader Volodymyr Zelensky stated that a "major step forward" had been made in Paris, but qualified that he would only consider efforts to be "sufficient" if they led to the end of the fighting.

Recently, the Ukrainian leader indicated a settlement was "90% ready". Agreeing on the outstanding 10% would "shape the fate of peace, the future of Ukraine and Europe".

Outstanding Matters

  • Land and defense assurances have been at the center of key disagreements for diplomats.
  • Putin has often said that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas or Russia will take control, refusing any concession over how to conclude the war.
  • The Ukrainian President has to date rejected surrendering any territory, but has floated the idea that Ukraine could move its forces to an designated point – but only if Russia does the same.

Moscow presently holds about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk region. The areas form the industrial region of the Donbas.

The original US-led multi-point proposal that was widely leaked to the media last year was viewed by Ukraine and its European allies as being strongly biased in Russia's favor.

This led to a period of high-level negotiations – with Ukraine, the US and European leaders trying to adjust the proposal.

Last month, The Ukrainian government submitted the US an revised 20-point plan – as well as distinct documents detailing possible defense assurances and provisions for Ukraine's rebuilding, Zelensky said.
